Critically analyse the policy framework of primary health care in New Zealand and its application in the development and delivery of services.

Critically analyse the theoretical foundation and research basis of primary health care and evaluate these in relation to developing and influencing practice.

Critically assess primary health care needs and develop or change practice to meet those needs.

Critically analyse, synthesise and evaluate evidence to create a well-reasoned argument to address primary health care issues.
